Jean Turner was appointed to the Northern Inyo Healthcare District Board of Directors in December 2017 and represents Zone II. She has more than 30 years of experience in public service, healthcare administration, and board governance in rural California.
Ms. Turner retired in 2017 after 31 years with Inyo County Health and Human Services. She served 12 years as Assistant Director and 14 years as Director. She began her career as a social worker and later moved into senior leadership roles. In these positions, she oversaw Inyo County Health and Human Service programs serving children, families, adults, seniors, and vulnerable populations. Her responsibilities included managing budgets, meeting regulatory requirements, and working with state and federal agencies.
At the statewide level, Ms. Turner was elected by her peers from 35 California counties to serve on the governing board of the County Medical Services Program (CMSP). CMSP oversees healthcare coverage for medically indigent adults. She served during California’s roll out of the Affordable Care Act and provided county-level input on policy issues affecting rural communities.
Ms. Turner has also held leadership roles with the Association of California Healthcare Districts (ACHD). She served on the Governance and Advocacy Committees and later chaired the ACHD Education Committee. She also completed a three-year term on the ACHD Board of Directors, working with healthcare districts across California on governance practices, board education, and rural hospital challenges.
Throughout her service, Ms. Turner's work has focused on financial stewardship, transparency, community responsiveness, and sound governance at the board level. A resident of Bishop since 1986, Ms. Turner values her long ties to the Eastern Sierra and enjoys time with her family in San Diego.
